CAN THO ASSOCIATION OF PEOPLE WITH DISABILITIES 

1. History and Development of Can Tho Association of People with Disabilities (CAPD)
The forerunner of Can Tho Association of People with Disabilities is Can Tho Club of People with Disabilities affiliated Can Tho Department of Labour, Invalids and Social Affairs, which was established on May 1st 2001. After six years of very effective achievements, it created opportunities for people with disabilities to better integration into community. As a result, Can Tho City People’s Committee signed the Decision 2594 of People’s Committee on November 14th 2007 to turn Can Tho Club of People with Disabilities into Can Tho Association of People with Disabilities (CAPD). After the period of formation and development, CAPD has achieved considerable success, and has become a reliable place for people with disabilities in Can Tho and neighboring provinces. With continuous efforts in recent years, CAPD was initially recognized by Party, government, communities and domestic and abroad organizations related to disability for its success in creating opportunities for people with disabilities in all fields, improving their capacities and enforcing their right of equality. Therefore, Can Tho Association of People with Disabilities is recognized as the one that has a specific characteristics association in accordance with the Decision 2899 of People’s Committee on September 13th 2013.
2. Aims
– To raise awareness of people with disabilities and their families on issues of disability;
– To develop “a sweet house” for people with disabilities in the Mekong Delta;
– To encourage, promote, and create opportunities for people with disabilities participating in the labor market in order to contribute to poverty reduction and improve the value of people with disabilities.
3. Main activities
– Vocational training and employment: job introduction, job solving, and small credit for themselves living;
– Activities for awareness rising: Congress, conferences, seminars, ceremonies, meetings, and mass media;
– Activities for capacity building and policy advocacy: training, education, practice guidelines, policy advocacy;
– Social welfare programs: orthopedics, gifts for vulnerable groups, scholarships, health insurance, supporting members in emergency and people with serious diseases;
– Integration of social activities: communication, welcome visitors, tourism, arts performances and sports.
4. Vision
By 2025, Can Tho Associaton of People with Disabilities becomes one of the leading organizations in building integrative society without barriers for people with disabilities in the Mekong Dealta and Vietnam.
5.  Mission
– Providing vocational training and employment opportunities for people with disabilities;
– Raising awareness and capacity for disabled leaders, people with disabilities, and community on the rights of people with disabilities;
– Being a connection to social welfare programs, as well as creating suitable living environment for people with disabilities.
6. Strategic objectives
6.1. Overall objective
By 2025, CAPD will help to raise awareness, strengthen capacity and improve social sponsoring activities for people with disabilities in Vietnam in general and the Mekong Delta in particular.
6.2. Specific objectives
The overall objective is broken down into four specific objectives of the strategy including:
6.2.1. Objective 1:
Raising awareness and strengthening capacity for people with disabilities, community and all levels of government on disability issues to actively participate in implementing national and international projects/programs equally and effectively;
6.2.2. Objective 2:
Increasing resources (physical, human, financial, social, etc.) for CAPD and its subordinate units to provide more services for people with disabilities in order to promote their voice in the society;
6.2.3. Objective 3:
Fostering the completion of favorable legal environment and society to assist organizations of/for people with disabilities take part in policy making, access to resources in social welfare system to adapt to the demand of people with disabilities in education, health, community-based rehabilitation, vocational training, and stable employment;
6.2.4. Objective 4:
Improving the role of criticism, monitoring, and evaluation of the implementation process of policies on people with disabilities and law enforcement, the program/project on the disabled people in Can Tho City in particular and in Mekong Delta in general.
